The characters, from top to bottom, are Rapidly/Quickly, Wind, Beckon/Invite, and Come. Characters often have additional meanings and it can be hard to know what they mean out of context. Without any okurigana to help parse out the meaning, the best I can come up with is "Summon the fleet winds."
